Artificial Intelligence and Digital Dominance: Shaping the Future World Order
Abstract
Artificial Intelligence (AI) has emerged as the defining technological force shaping India's digital economy in the mid-2020s, layering onto a decade of Digital Public Infrastructure (DPI) investment - Aadhaar, the Unified Payments Interface (UPI), and the Open Network for Digital Commerce (ONDC) - to transform how enterprises, governments, and citizens create and capture value. India has climbed to fifth position globally in overall digital economy performance and fourth in standalone AI capability, trailing only the United States, China, and Singapore, and now hosts the world's second-largest AI talent pool. This rapid ascent, however, is accompanied by an equally rapid escalation in AI-enabled cyber risk: automated phishing, deepfake-based fraud, voice-cloned social engineering, and machine-speed exploitation of software vulnerabilities are reshaping the national threat landscape faster than institutional and organizational defenses can adapt. This paper undertakes an integrated examination of these two parallel trends — economic opportunity and cybersecurity vulnerability — situating them within the broader geopolitical context of a "new world order" defined by AI sovereignty, compute nationalism, and competitive data governance regimes. Drawing on a descriptive, secondary-data methodology that synthesizes government advisories, industry reports, and recent (2025–2026) empirical studies, the paper identifies a structural gap between the pace of AI adoption and the maturity of India's cybersecurity and regulatory institutions. It concludes with a set of policy-oriented suggestions aimed at helping India convert its current scale advantage into durable, secure, and strategically autonomous digital leadership.

India’s Foreign Policy and Strategic Diplomacy in the Era of Trade Conflicts
Abstract
India's foreign policy in the era of trade conflicts emphasizes strategic autonomy through hedging and balancing relations with major powers like the US, China, and Russia amid escalating tariffs and supply chain shifts. This approach allows India to navigate US-imposed tariffs (e.g., 50% on Indian goods in 2025) while maintaining economic ties with China and energy imports from Russia. India's foreign policy and strategic diplomacy in the era of trade conflicts reflect a pragmatic evolution from Nehruvian non-alignment to multialignment, prioritizing strategic autonomy amid US-China rivalry and escalating tariffs. Since 2018, global trade wars—intensified by US reciprocal tariffs under Trump's second term—have tested India's balancing act, with 50% duties on Indian exports in 2025 linked to Russian oil imports, threatening $200B bilateral trade while exposing supply chain vulnerabilities. India hedges by deepening US defense ties (e.g., Quad, iCET) for tech/security gains, yet resists full alignment to preserve China/Russia engagement. Post -Galwan 2020, app bans and FDI curbs countered China, but $100B+ trade persists, bolstered by 2025 SCO aviation restarts. Russian energy imports defy US sanctions, ensuring affordability for 1.4B citizens, while EU/Middle East diversification mitigates tariff shocks. Facing US 25-50% tariffs on textiles/jewelry/shrimp (2025-2026), India paused some defense deals but denied halts, emphasizing sovereignty.

Rural Women and the Kalaignar Magalir Urimai Thittam: A Study on Gender Equity, Financial Inclusion, and Socio-Economic Empowerment in Tamil Nadu
Abstract
Rural women in India continue to face interlocking constraints that restrict their participation in economic activity, decision-making, asset ownership, and mobility. Although policy interventions over the past two decades have attempted to address gendered poverty, structural inequalities persist, particularly among low-income households dependent on informal and precarious work. In this context, the Government of Tamil Nadu introduced the Kalaignar Magalir UrimaiThittam (KMUT) in 2023 as a direct benefit transfer scheme providing monthly rights-based income support to eligible women heads of households. This paper analyses the socio-economic implications of KMUT on rural women’s livelihoods, financial autonomy, consumption stability, and bargaining power within households. It evaluates how a feminist lens on welfare, social protection, and cash transfer policies helps understand the transformative potential of the scheme. Based on secondary research, policy analysis, and socio-economic theory, the paper argues that KMUT—by combining unconditional income support with digital payment systems, targeted inclusion, and legal recognition of women as household heads—strengthens rural women’s economic agency and contributes to inclusive development. However, challenges related to digital literacy, last-mile delivery, socio-political gatekeeping, and long-term fiscal sustainability require consistent policy refinement. The study concludes that KMUT offers an innovative framework for gender-responsive welfare and can serve as a model to improve the socio-economic resilience of rural women across India.

Neuro-EvoSwarm Optimizer: A hybrid deep learning, genetic algorithm and particle swarm optimization model for multicropping strategy optimization across irrigation sytems
Abstract
Multicropping has emerged as an effective strategy to enhance agricultural productivity, improve land-use efficiency, and reduce risks associated with climate variability. However, identifying optimal crop combinations and irrigation strategies is a complex optimization problem involving nonlinear relationships among crops, soil conditions, and water availability. This study proposes a hybrid optimization framework named the Neuro‑EvoSwarm Optimizer (NESO) that integrates Deep Learning (DL), Genetic Algorithms (GA), and Particle Swarm Optimization (PSO) for intelligent multicropping strategy optimization across different irrigation systems. In the proposed approach, a deep learning model first learns the nonlinear relationships between crop combinations, irrigation levels, soil parameters, and expected yield. The trained model then acts as a predictive fitness evaluator for evolutionary optimization. The Genetic Algorithm performs global exploration of possible crop combinations and land allocation strategies, while the Particle Swarm Optimization component refines promising candidate solutions through swarm‑based local search. The framework is evaluated using agricultural datasets containing crop yield information, irrigation conditions, and soil characteristics. Experimental results demonstrate that NESO achieves improved yield prediction accuracy, enhanced water‑use efficiency, and faster convergence compared with standalone GA, PSO, and GA‑PSO hybrid models. The proposed system highlights the potential of hybrid artificial intelligence techniques in supporting sustainable agricultural decision‑making and precision farming practices.

Deep Learning Approach for Cross-Crop Plant Disease Detection
Abstract
One of the most serious threats to global food security is plant diseases compromising agricultural productivity and threatening the livelihoods of millions. These diseases can decimate crops, disrupt food supply chains, and escalate the risk of food shortages, underscoring the urgency of implementing robust strategies to safeguard the world’s food sources. Deep learning methods have revolutionized the field of plant disease detection, offering advanced and accurate solutions for early identification and management. However, a recurring problem in deep learning models is their susceptibility to a lack of robustness and generalization when facing novel crop and disease types that were not included in the training dataset. In this paper, we address this issue by proposing a novel deep learning-based system capable of recognizing diseased and healthy leaves across different crops, even if the system was not trained on them. The key idea is to focus on recognizing the diseased small leaf regions rather than the overall appearance of the diseased leaf, along with determining the disease’s prevalence rate on the entire leaf. For efficient classification and to leverage the excellence of the Inception model in disease recognition, we employ a small Inception model architecture, which is suitable for processing small regions without compromising performance. To confirm the effectiveness of our method, we trained and tested it using the widely acclaimed Plant Village dataset, recognized as the most utilized dataset for its comprehensive and diverse coverage. Our method achieved an accuracy rate of 94.04%. Furthermore, when tested on new datasets, it achieved an accuracy rate of 97.13%.

Leveraging Digital Governance for Inclusive Economic Growth: GST Reforms and Fiscal Federalism in Tamil Nadu
Abstract
Fiscal performance and intergovernmental financial relations (IFR) form the backbone of multi-level governance systems, particularly in federal structures like India, where resource allocation between central, state, and local governments shapes economic stability and public service delivery. Effective IFR addresses vertical imbalances—where subnational spending needs exceed revenue capacities—and horizontal disparities across regions, through mechanisms like tax assignments, grants, and revenue sharing. Amid global economic pressures, including post-pandemic recovery and fiscal federalism reforms, analyzing these dynamics reveals their impact on fiscal discipline, growth, and equity. Intergovernmental fiscal relations encompass revenue mobilization, expenditure assignments, and transfers to ensure efficient public finance. Fiscal performance metrics—such as deficit-to-GDP ratios, debt sustainability, and own-revenue buoyancy—hinge on these relations, as over-reliance on central transfers can erode sub national accountability. Principles like subsidiary (assigning functions to the lowest capable level), fiscal autonomy, and equalization guide optimal designs, fostering macroeconomic stability while enabling regional development.

Substantially Reducing Waste Generation Through Prevention, Reduction, Recycling and Reuse
Abstract
Rapid industrialization, urbanization, and changing consumption patterns have led to a dramatic increase in waste generation across the globe. From household garbage and food waste to industrial by-products, plastic pollution and electronic waste, the volume of waste produced today poses serious threats to environmental sustainability, public health, and economic stability. Recognizing this challenge, the United Nations included waste reduction as a core component of Sustainable Development Goal 12 (SDG 12). One of the key targets of this goal is to substantially reduce waste generation through prevention, reduction, recycling, and reuse. This target emphasizes shifting away from the traditional “take–make–dispose” model toward a circular economy, where resources are used efficiently, waste is minimized, and materials remain in use for as long as possible. Achieving this goal requires collective efforts from governments, industries, communities, and individuals.
Understanding the Effectiveness of Mobile Banking Services Among the Users in Pollachi Taluk
Abstract
The digital banking landscape in Pollachi Taluk has undergone a significant transformation, driven by the proliferation of smartphones and government initiatives for financial inclusion. This study examines the effectiveness of mobile banking services by evaluating user awareness, perceptions, and satisfaction levels. Utilizing primary data collected from 120 respondents via a structured questionnaire and convenience sampling, the research employs percentage analysis, weighted average ranking, and Chi-square tests for data interpretation. The socio-economic profile reveals a predominantly young, female (54.16%), and rural-based (66.66%) demographic with high educational attainment. Findings indicate that users primarily value mobile banking for its functional efficiency, with "Time-saving" (Rank I, 4.467) and "Fast and reliable" transactions (Rank II, 4.435) emerging as the top perceived benefits. While overall satisfaction is high—evidenced by a strong "Ease of login" (4.44) and a 53.55% recommendation rate—a significant technical gap persists, as 47.5% of respondents remain unaware of advanced features. Chi-square results confirm that satisfaction and awareness are independent of annual income and age group, respectively. The study concludes that while mobile banking is effectively utilized for routine transactions, enhancing digital literacy and technical awareness is essential to maximize the potential of modern financial ecosystems in semi-urban regions like Pollachi.
Digital Inclusion and Compliance Burden of Small Taxpayers Under GST: An Empirical Study in Tamil Nadu
Abstract
The implementation of the Goods and Services Tax (GST) in India marked a major transformation in indirect tax administration through digital governance. The establishment of the Goods and Services Tax Network (GSTN) introduced online registration, return filing, invoice reconciliation, and automated compliance systems. While GST has improved transparency and formalization of the economy, small taxpayers often encounter challenges related to digital literacy, internet accessibility, and frequent procedural changes. This study examines the level of digital inclusion and the compliance burden experienced by small taxpayers in Tamil Nadu. Primary data were collected from 162 small taxpayers across Coimbatore district using a structured questionnaire. Statistical tools such as percentage analysis, weighted mean score, chi-square test, and correlation analysis were employed. The findings reveal that 69.8% of respondents experience moderate to high compliance burden, primarily due to digital skill gaps and technical portal issues. A statistically significant association was found between digital literacy and compliance satisfaction (p < 0.01). The study concludes that strengthening digital inclusion through targeted capacity-building initiatives and simplified compliance procedures is essential for inclusive GST governance.
Sustainable Urban Development and Smart Cities
Abstract
Sustainable urban development integrates smart city technologies to create resilient, inclusive, and environmentally friendly urban ecosystems. This abstract explores how digital innovations address rapid urbanization challenges while aligning with global sustainability goals. Smart cities leverage Internet of Things (IoT), artificial intelligence (AI), big data, and renewable energy systems to optimize urban functions like mobility, energy use, and waste management. Sustainable urban development prioritizes reducing carbon emissions, enhancing resource efficiency, and promoting social equity, often guided by UN Sustainable Development Goals (SDGs), particularly SDG 11 for sustainable cities. Key dimensions include smart governance, economy, mobility, environment, people, and living, as seen in global models like Singapore's integrated sensor networks or Barcelona's energy-efficient street lighting. Digital infrastructure such as 5G networks, AI-driven traffic management, and smart grids enable real-time data analytics for predictive maintenance and demand-responsive services. Citizen participation via mobile apps fosters inclusivity, empowering residents in decision-making and reducing digital divides. India's Smart Cities Mission, launched in 2015, targets 100 cities with initiatives like Pune's command centers for flood management and Varanasi's waste-to-energy plants, blending cultural preservation with tech upgrades. In Europe, the EU's Horizon programs emphasize interoperability standards to avoid siloed systems, while East Asian hubs like Seoul use AI for air quality monitoring.
